I think a big part of the problem are the rule makers for both college and pro. The rules have gotten so stupid and so complex at times that I think the refs’ heads are swimming. Then throw in replay/reviews in which refs are told “when in doubt, just throw the flag and we’ll sort it out on replay”.....but the problem is that oftentimes they get it wrong on replay. It seems like it’s getting worse for both college and the NFL. I’m not sure what the cause is, but something needs to be done. In some ways I like the idea of being able to challenge any penalty, but it would probably make the games drag on forever and the NFL hasnt overturned any pi calls this year as far as I know. So I don’t know if it would change much.
