From my past experiences as a forum moderator, you can ban an individual and you can also ip ban an individual. If you put their ip on the "banned list" it won't let them connect to the website on that ip.I wonder if your IP address is factored in when you're banned.

So if he was regularly banned (which I'm sure he was), he can create a new account. He didn't do anything too harsh to deserve an IP ban.

I'm not a hater. I'm a Memphis fan first but you've never seen me put the Vols down. Far from RT. I come to see what's going on in BB and provide some info if I know anything on the subject. Couldn't care less about Vol football.
Anyway, if I got banned, it's not worth it to go to the trouble of getting a new name to get back in.
