for minors the driver is responsible for making them buckle up - at least in Illinois
I'm pretty sure that in TN the driver also gets the ticket if someone in the car isn't buckled up. She was 14 though so she wasn't completely unaware of the idea of a seat belt.
Her lawyer is saying shes a victim of human trafficking. I'd like to know what he means.
I can only imagine that being sexually trafficked is traumatizing(if true), but I doubt it turns you into a full blown sociopath.
