Not necessarily true. You can't get a loan with no credit. You have to get someone to co sign. You can get a loan with bad credit. It may be a small loan until you prove your worth, but you can at least get a loan.

Not if you consider it a metaphor for a head coach candidate with 0 experience to a head coach candidate with a bad record for his experience.
