I think that's a bit of stretch.
Seems like if two countries are trading together there's no reason to pay for and price the traded materials in a third country's currency. Probably the people who most hate to see that kind of thing most are the world's commodity traders. Makes it a lot easier for them to manipulate price when everything is quoted in one currency like dollars.
