Pretty sure it went up past the refs to the review center since they showed a shot of the review center.

QB sliding is down when he starts the slide so no choice by ref.

Yep. Announcers act like Duke wasn’t penalized when they made the stop within the rules and the penalty was after the play and ball turned over to Duke. After that Duke was certainly penalized 15 yards and losing a player.
