It's deeper than that. He did things behind the scenes that people don't know about and all these accusations about garza, reeves, etc are just the tip. His actions and recruiting class set back TN for years to come.
It's akin to anew CEO coming in to a struggling company, and making it worse.
It's not about him leaving for cali. It's the damage done while he was here for such a short time.

The 4th down was a very good playcall. The previous 3 plays and the awfyl clock manaagement was what got them beat.

The best option for Kiffen was the fade; however, it seemed clear that KaVarie Russell was going to commit pass interference every single time in order to keep points off the board (a great strategy, by the way). What other options did Kiffen have?

Kiffen is not a good coach. However, if your team cannot push the ball into the end zone on three plays from the one yardline, what do you suggest a coach call at that point?
