2. Even if you want to narrowly define "dope" as heroin, I still stand by the point made. Heroin is not a performance enhancing drug; heroin use is no more necessarily detrimental to society than pre-marital, unprotected sex.

Heroin users have a death rate 13-17 times that of

Between 10% and 35% of deaths in heroin-dependent
individuals are due to suicide.12 Overdose and suicide result
in a significant loss of life years, as these deaths typically
occur during the 3rd and 4th decades of life.10,11

Really. The fact that heroin use is considered a crime makes that entire figure for costs in crime kind of circular, don't you think. It also undermines the lost productivity figure (as jail time would count; further, pregnancies and single mothers certainly lose productivity at a very high rate), and I do not see death as a loss to society (certainly a loss for the individual, though).

Feel free to look up the same type of projected costs from unwanted pregnancies in America. Just to give you an idea, medical care alone (not to include lost production and crime that is highly correlated to single-parent/broken homes) is over $12 billion (well surpassing the medical costs associated with heroin use).
