Not sure if that's in play here - back in my grocery days, the register wouldn't apply the discount until the 2nd item went through (on a buy 2 for $XX). And you'd be amazed at how much arguing would occur when people would by 1 item expecting it to be discounted.
I can imagine!

I asked a Publix (or Harris Teeter?) cashier how it worked there. She said that for produce, you do have to buy the number in the ad to get the discount, but not for the rest of the store. I checked my receipt, and it was true (for that store.)

If you’re going to sell a bag of chips for $2.50, just mark the dang things $2.50. Or add a “minimum purchase of 2” to the shelf label.

There’s still a lot of deliberate misleading of consumers. For instance, a lot of sale shelf tags somehow omit the price per unit. Or they jumble the units ( some are cost per ounce, and other similar products are cost per pound.) A bit of clarity in advertising and labeling would be welcome!

You get the 2 for $XX price if you only buy one item at Kroger.

It varies here like hman says. Kroger will give you half off if you buy one depending on what it is. Some of them will have fine print of minimum purchase 2 or something like that.
Food City today had BOGO Zesta crackers, and I bought two for here and one for my mom and dad. I got the third one at half price but was watching the person ringing it up. If it had rung up at full price, I was gonna go back and grab another one.

Not necessarily half off. For instance if the regular price is $3.00 and it’s on sale at 2 for $5.00 you are saving fitty cent but you just have to buy one for the $2.50 price.

On some things. The 12 pack of dranks you have to buy the number for the discount. I went to the counter one night specting to pay $4 on a 3 for $12 and they wanted about $5.75. Left them sitting at the register.

No matter the sale price, Zesta is never worth it when the box of original Premiums are right beside it
