It's a tensioning bracket for the belt. Definitely "aftermarket". But, effective.

Funny though...I like watching the garage shows on TV. Just saw one do this a couple weeks ago. I'd have never thought of it, and probably wouldn't have even tried it if I had thought of it.

Having leaned back, a few times, on a good sized combo wrench to tension a belt while trying to lock down the OEM bracket without it loosening, this is actually a pretty smart fix.
