Posted this elsewhere and thought some of you might find it interesting. It is the CLR process for these. Someone pointed out it states the typical turnaround time is 21 days and a waiver is never considered urgent. Ie Cox probably has some waiting to do. One would also imagine their timeframe makes it even more likely we are somewhere within the steps at the very bottom of the chart and maybe have been for some time now.
