Pitts lowered his head. DB was leaning with the shoulder. Pitts 100% caused that targeting dude. The rule is broken as hell

Pitts was landing from a jump and still bobbling the ball. He hadn’t completed the catch, that’s why he lowered his head. The head is attached to the shoulders, which is where the arms are connected to. And the hands are at the ends of those arms. The hands were dropping, the head followed. Rewatch it. This is why a receiver is considered a “defenseless player” when hauling in a pass.

You’re out of your mind if you think he “caused that targeting”. I mean, I have problems with the rule too. I grew up playing when hits like this happened once or twice a game. But I retained enough of my brain to see he didn’t “cause” the targeting. He was just a receiver trying to complete a catch.
