Exactly. You give out a "stimulus" (good pr) to veterans (good pr) so that you look like a friend of veterans and the average joe.
What you're doing, really, is propping up the Postal Service with unnecessary letters and what amounts to a token "stimulus." Then you take taxes out of the stimulus. Now, no one saw this money built into the stimulus package, so what Obama can do is say "Look how much higher our IRS returns are! We brought in $x.xx more than last year, so we can spend more and not operate in a deficit.
I wouldn't put it past him that he's using the deficit this year to make next year look like some sort of surplus, thus giving false hope to our economic situation, especially once you add it to the taxes paid on all the other money we didn't have that they gave away.

Maybe I'm wrong, but it's not out of the realm of possibility. You give away money we don't have so that when we pay 2009 taxes, it looks like we're doing better, and Obama gets more play money to throw around, all the while securing more votes.
