I admit that I witnessed similar incidents myself. It annoys the hell out of me, also. There is work that needs to done by the unions and that needs to be communicated to them that this sort of stonewalling only hurts them. However, even with that, I can point to engineering and management decisions being just as frustrating, if not more frustrating. There is enough blame to go around.
Oh, definitely. Compliance, regulatory "design" types would be nothing without meetings. And meetings are a status symbol in industry, so the people who attend and come back with the commandments or tablets telling everybody else what to do generally were never the right people to attend the meeting in the first place. Don't forget endless reorganizations to make the place better, too. I'm so happy to be retired. One guy I worked with loved to say the great thing about beating your head against the wall is how good it feels when you stop.
