In fairness, refs have been relaxing the celebration penalty calls for several years now, a notable exception being if you mimic a dog taking a piss on a fire hydrant after scoring a late TD in the Egg Bowl.
Yes, they've been relaxing them, which is a good thing. But now the Big XII officials are going to call out a specific celebration because the Horns' feelings are hurt.
I feel like I recall one of our players getting a penalty for doing the gator chomp. I could be mistaken?
Edit: Yep, Jon Kelly. It’s literally a vertical hand clap. You can’t flag someone for clapping. If you don’t want the other team to celebrate then keep them out of the end zone. Everything is offensive nowadays. I can’t even say “sir” or “ma’am” without someone thinking it’s offensive.

I don't think the issue is throwing a flag for the Horns Down gesture. As pointed out above doing a mock Gator Chomp, or any sort of taunting gesture to an opponent, brings out a flag.
The issue is Texas specifically calling attention to and complaining about it over the years, and it becoming such a big deal that the Big 12 officiating coordinator gets specifically asked about it and says "Yes, if you do Horns Down that will be a foul." I don't recall Florida, or any other school, bringing specific attention to taunting gestures they have received from opponents and saying "Hey Mr. SEC Director of Officials, make sure you throw a flag for that."
I believe Erik Ainge did it after throwing a TD pass in the 2006 game to take the lead. Thought it was terrible juju then and still do now.Historically the unauthorized Gator chomp by opponents comes with a curse. We want our opponents to do it on the field, whether a flag is thrown or not, because in many cases it comes back to bite them in the ass.
It all started with Sebastian Janikowski chomping UF’s bench in 1997 when FSU was #1 and headed towards the national title game. We wound up winning by a FG in what was easily the greatest game ever played in The Swamp.
See also several Ohio State players after Tedd Ginn made a house call on the opening kickoff in 2007. We went on to crush the Bucknuts for our second national title.
Michigan’s Chase Winovich did it in the Peach Bowl a few years ago just before we blew the game open.

I'm all for doing it after the game, after you've won (like Grant/Admiral did in basketball), but doing it during a game, especially doing it during a competitive game, is just asking for humiliation.
