There are federal codes and guidelines that must be adhered to in the construction and maintenance of any school building. New schools are built where population increase demands them, and naturally that has spread along with suburban sprawl. Typically schools in the suburbs are in better condition as they are newer.
The real issue with the quality of the schools is not the structure but the students. those with the means more often choose to build or buy in areas outside the city limits and their children attend school there. They are far more likely to have both parents in the home and actually give a crap about their childrens performance in school enough to do something about it. Like turn off the tv and get involved. Help with homework. Make flashcards. Science projects etc. The inequality is not an issue of privelege or funding IMO as much as parents actually doing their job. Ever see a street corner full of 16 year olds sellin crack on the corner in a country club neighborhood? Me either. Their parents are present and for the most part care enough to keep the kids in line. There are exceptions to this broad generalization but if you don't see it then you live in a far different place than me. I like chris rocks rant about women with 2 or 3 small kids at home but they're in the club at 2am on a Tuesday....he says go home!! Raise your kids!! Before they are standing behind me at the ATM in 10 years waiting to hold me up....lot of truth in that. The biggest problem with troubled kids is their parents, and the parents biggest problem is they still act like kids.
