Is it possible to use a scanner and listen the communications. if possible opposing team will know all plays and changes.
Don't think so. The NFL uses radios that frequency hop. I'd bet the college teams are buying from the same sources, using the same technology.

When your radio is switching frequency like 1,000 times each second,, no one is listening in unless they have the same kind of radio and (this is the key) the same randomly-generated code you're using.

Mathematically impossible to monitor without someone from the team giving the code to someone not from the team.

This pretty much ends signs stealing. I highly recommend the Netflix documentary "Untold: Sign Stealer". This is an deep dive into Connor Stalions and the Michigan controversy. This guy is an absolute genius. It is a truly fascinating story that any die hard football fan must see.
