More likely something in it embarrassing to the bureaucracies that defied his orders.

The gangster stole the document, no doubt--he would have a great motive to steal it--and we can be glad that various White House aides, agency heads and others resisted many of the gangster's stupid, dangerous and self-serving ideas.
