Coaches aren't going to chase the money just because we can pay it. If they are gone in 3 years, who knows, they might not get another shot, so why take the chance. We have disadvantages in recruiting and the top coaches in football are in the SEC. You have to beat those coaches, who also have the benefit of better recruits within an hour of campus than we can find within a 4 hour radius.
Coaches know they aren't going to get much time, so is it worth it to leave a cush job with little pressure, or go after a payday and get lucky to get to an SEC title and keep your job.
We are in a tough spot and it's a hard time for a coach to come into UT and do well enough to stay for awhile, all things considered. These guys would love to coach for UT. It's the ancillary issues that hold them back, like winning, recruiting and the competition.
