It's a lot closer if it's straight up Barbara vs Elizabeth. I'd still take Eden though not by a particularly large margin.
If we're talking about the characters portrayed it's a no-brainer. Bewitched was about a wife with some magic mojo. IDOJ was about a hot magical being (not just a human with some abilities) whose basically sole purpose was to "please the master". Samantha may have been willing to get a little freaky but Jeannie's purpose was do whatever was asked of her. Major Nelson was arguably the single biggest idiot in TV history IMHO.
