I see what's wrong diplomatically and politically with the statement - it is a semi-soft ball that critics can use.

I don't see anything substantively wrong with it, particularly given it was an issue he explored more deeply in his book and there is an entire field of research that posits that cultural differences do indeed impact economic differences.
