The way I’ve heard it explained they can transfer but the contracts will have bonuses for retention. So if you play at Tennessee all four years, you will make more than if you transfer in as a senior
That doesn't sound like a good deal for the universities. It potentially keeps the bidding wars going, which I believe the universities want to stop.

The bidding wars should continue but with guardrails. The bidding wars are never going away completely. Every conference will have different offers and NIL will be the real bidding war. That won’t go away

Now that there is a revenue sharing deal with the athletes NIL will go away. Schools caught violating the terms of that agreement will risk very serious legal charges.
