Most of these kids (think college campuses) are already drinking as is, and to add to that, the drinking age used to be 18 until....believe the change came in the 70s or 80s
But one of the things with alcohol is that there's also a bit of an...I'm not sure how to explain this correctly, but an experience/learning factor (with regards to one's tolerance). Someone who hasn't had any experience with it at all, well they're really almost about just as likely to overdose on or not know when to stop with it whether they're 21 or not...it might well be more a case of "kids need to be better educated on the positives and negatives of the matter"
Also there's a bit of the whole "taboo" factor and a relative appeal factor because "you're not supposed to do it (yet)"
I definitely concede the notion less would drink because they wouldn't be breaking the law, which adds to their ego/popularity/etc
I understand the AoC is 16 most places, I just personally think that is too low.
