Art. 7, Sec. 4 authorizes the legislature to create the board because the board isn’t specifically created in the 2014 constitution.
Tenn. Code 68-2-601, et seq. authorizes the creation of all municipal and county health boards in Tennessee
Knox County Code of Ordinances 38-31 through 38-33; 38-59 through 31-60 govern the selection, composition, term, and jurisdiction of the board.
