Since we're all speculating, that's what we do here. I'm thinking the suspicious vehicle was called in by an accomplice to pull cops into the area for maximum shock/kill. Seems odd someone in the area would think to call this in @ 5:30-6:00. Most would just laugh it off as a Cousin Eddie prank.
