RVs have to be registered and can be traced to their owners. Owners also must carry insurance in case things happen.

Why the hell does insurance matter when the owner of said RV blows it up in an urban area?
Is his insurance going to pay for the damage to all of those buildings?
Furthermore, licensing and insurance requirements did not prevent this guy from exploding his RV in downtown nashville.

My guess is that he's waiting to see what party affiliation Warner was a part if, or he already knows and wants to avoid talking about it. Either way, it's unlike him to not jump to conclusions and spin the blame into a fund raising opportunity.
