Horrible playcalling. They had like a 20 point lead and were throwing 15 yard outs on first down in the 3rd quarter? I just don't understand that.

Also, 2nd pick wasn't on Romo. L Robinson got owned by the smaller C Houston on line of schrimmage. That absolutely cannot happen on a quick slant.

That seems to be the best explanation, though with that lead even three and outs are preferable to poor passing.
