I think it would be better to just get rid of recruit rankings and leave it to "which program evaluates and recruits the players it needs best by the results on the field."

My personal feeling is that sites like Rivals, Scout, 247, On3 have contributed to a lot of garbage that shouldn't be in college football. I realize it's a huge business, but its something that (IMO) has made the game worse.
I don’t totally disagree that recruiting services aren’t great for the college game. However, statistically they are right more often than wrong in their assessments of HS players but it’s not rocket science. I think recruiting websites are, for the most part, for fans who follow recruiting for their favorite teams and to a lesser extent, the players themselves. The process can be manipulated to get an offer to go to big schools, even if there’s a very small chance of that player actually getting on the field. The college game has seen a massive increase in transfers over the last decade and a half, and the increased awareness around the recruiting process and how it can be manipulated, is a big driver of that.
