Evidence of what crime? Still desperate to find the crime I see. The crime where her server was hacked? The crime of Benghazi? Need something to support the crimes of the Clinton foundation?I'm sure it doesn't outline procedures for destroying evidence of a federal investigation. Ignorance? Don't know that the exact timeline could be pinpointed. Believe between 2013 and her campaign. Politico had this:

The FBI requested that all thirteen devices be handed over, but Clinton’s attorneys informed the FBI that they were “unable to locate any of these devices,” so the bureau was unable to examine them. Another Clinton aide, Huma Abedin, told FBI agents that the whereabouts of Clinton’s unwanted devices would “frequently become unknown.”

In essence, yes. When the FBI reviewed the server image there were MAC addresses accessing information stored on the server (likely email accounts) and they determined they were from people authorized to access that information but may not have been able to identify or locate the device used. Without being a fly on the wall at the FBI and the information available that is my best evaluation.
