If you release them from their signed NLI before they enroll, you get that spot back. And I think we can appeal to get Washington's spot back, even though he was enrolled.Everyone you add counts toward the 25. The only loophole is if a kid signs with a team but has to go JUCO then after JUCO he comes to play for the team he originally signed with.
All other additions count toward the 25 initial counter limit.
Additionally, I don’t believe we will get any initial counters back for the guys we let out of their NLI’s. Unless there is some new loophole, we lost those spots toward the 25.

I changed my post because the rules are always changing now and I’m not 100% sure. However, my understanding is that an NLI binds the institution to pay said player a scholarship and each institution only gets 25 of those new “counters” per year.
