The steele dossier would be considered "raw intelligence". You try to verify what can be verified. Robert Mueller's scope was not to investigate them and thus far there's not a crime to investigate. If Steele was given disinformation by the Russians, it would be noteworthy but as far as investigating Russian Election meddling, nothing from Fusion GPS was disseminated before the election. Russian's throwing out disinformation hoping someone would pick it up and pass it along to the FBI is not election meddling.

So you have an investigation involving everyone and everything surrounding Russia , Trump and the Steel report but you exclude where the report originated from , how it came to into the investigation , who all was involved with it and how it was used ? If we are really wanting answers that seems to be just a tad too convenient for a government report to the people .
