i don't know....i see what your saying...cause by virtue of not qualifying (and i use that term loosely) for the BCS games, you have seen some nice matchups in some of those games (last year's LSU/Miami game for instance) at first glance had the name appeal of a BCS game, but the game itself was a yawn.
but the money disparity between BCS and Non BCS, plus the coverage etc....it has devalued some of the other games....i mean the cotton bowl is now a mere footnote on Jan 1, and it's on at 11 a.m.? gimmie a break. I remember when the Cotton bowl used to be a big deal with the SWC champ played in it....now it's a second rate bowl used for second tier Big 12 and SEC/at large opponents.
I do agree that the Citrus, Outback have kind of remained the same, and the Peach has benefited, but all the other 22 some odd bowl games are virtually meaningless, and unless your team is playing in it, who cares?
I will say this, the influx of pre Christmas bowl games has done more to devalue bowl games than anything...there are too many. do we really need a New Orleans bowl? the Meineke Car Care Bowl? the SEattle Bowl? the EVE1.net Houston bowl? over 47% of the D1 programs play in a post season game now. a large amount of the early bowls have very short shelf lives because the draw isn't there locally, and the TV ratings aren't super either....and in many cases, it winds up costing the universites money to play the game even with the payout for going....there are too many bowls, so on that note, i will agree with you about the BCS not being the only thing that has devalued the bowls.
