Yep, and after you download the program, you click "file" then "open" and select the picture. Then you scroll over to "image" and scroll down to resize / resample. :yes:

Sure it can. Just open up the irfanview program, open your pic in the window and then click on "image" and then "resize resample". A box will come up and you'll see the dimensions of the picture. Just reset it to width 80 and/or height 80.

I got it resized now but it says unvalid image file. Can you not use .bmps?

Got it. Changed it to a JPEG and it worked just fine.

I resized the picture I wanted but when I tried change my avatar, it sent me to this page-

and it was all white, blank. And it says the page is done, but obviously no avatar change...and I really don't want to keep my current one for obvious reasons.

There are px size limitations. I can tell you that is WAAAY too tall. I'll have to look up the height limit...
