Why do we need to know about the FBI saying not terrorism then terrorism within a few hours? What is the point? Do we think the FBI thought they could cover up that this was an act of terror? That's wild.

Occam's Razor....they weren't authorized to yet say that it was an act of terror, and the person made a human error in a high-pressure situation and misspoke saying "not terrorism" when they should have said the investigation is ongoing.
