Except that Texas falls into the second tier.
If anything, with the exception of California it appears that the states with the lower pass rates are those with more religious populations.

I've got two in votech. Both are doing tech as well as college prep. One will graduate with 3 IT certs, the other with emt and armed guard license. 70% of school will go right to work with apprentiships complete, rest will go to college. Why aren't all schools like this?

Gov. Jerry Brown, disclosing the development in a video posted on YouTube, said that Californias shortfall was now projected to be $16 billion, up from $9.2 billion in January. Mr. Brown said that he would propose a revised budget on Monday to deal with it.
We are now facing a $16 billion hole, not the $9 billion we thought in January, Mr. Brown said. This means we will have to go much further and make cuts far greater than I asked for at the beginning of the year.

The Board of Education decided in an emergency meeting Tuesday to lower the passing grade on the writing portion of Florida's standardized test after preliminary results showed a drastic drop in student passing scores.
The results indicated only about a third of students would pass this year's tougher Florida Comprehensive Assessment Test exam, compared with a passing rate of 80 percent or more last year.
