Who qualifies for the Olympics for a specific country ?
Under Rule 41 of the Olympic Charter, all athletes must hold citizenship in the country for which they compete. It is up to each nation to extend nationality to athletes. Some will grant citizenship if the athlete has parents or grandparents who were citizens of that country, or allow an athlete who has dual citizenship to switch from one country’s team to another’s (with restrictions). Others will allow an elite athlete, even those with no family or ethnic ties to the country, to circumvent the normal citizenship process and will grant them citizenship in advance of an important international competition.
If an athlete wants to compete for a different nation, it must be at least three years after they last competed for their country of origin.
A competitor who has represented one country in the Olympic Games, in continental or regional games or in world or regional championships recognised by the relevant IF, and who has changed his nationality or acquired a new nationality, may participate in the Olympic Games to represent his new country provided that at least three years have passed since the competitor last represented his former country. This period may be reduced or even cancelled, with the agreement of the NOCs and IF concerned, by the IOC Executive Board, which takes into account the circumstances of each case.[1]
At the 2018 Olympics, roughly 6 percent of the athletes, or 178 Olympians, competed for a country they weren't born in.
It would be up to Germany to grant you German nationality. Whether the process can be expedited may be a function of how valuable you are to Germany’s Olympic efforts. If you have previously represented the USA in international competition, your application to compete for Germany once you have gained citizenship may or may not be accepted by the German Olympic Committee and may also have to be approved by the international governing body of the sport in which you want to compete.

It seems sort of fluid these days. Apparently you could move to another country and say that you might like to live there, and if they decide that their rules allow it, you might be able to compete on their Olympic team. There are more and more weird stories about that kind of thing.
