my response was that the definition the previous posters were stating that any planning of a crime shouldn't be a crime because there were no damage to property or hurting someone else until the act actually happens...there is a lot of trying to fit what is ok and what isn't for these types

It's only a conspiracy to commit x if you involve another person.
