Just because we paid to build it doesn't give us title today. Should the UK be able to reclaim Fort Ticonderiga? How many of those 30,000 were Americans?
What political ends in the US are the cartels trying to attain? Criminal enterprises aren't necessarily terrorists. The Venn diagram overlap is pretty small.
