Edit: My reading would be "no," but I don't think the cuts planned in the CR are so egregious as to warrant a shutdown.
Further Edit: If the Rs really did include cuts, that seems sensible, as a clean CR would keep in place the Biden spending levels, which I doubt many Rs (or their constituents) were in favor of. I would prefer Congress do their job and set a budget, but we gave that up some time ago. (Both budgets and Congress doing their jobs.)

Its not in my view a very fair characterization, especially of the entirety of the party, but the Dems in terms of messaging have seemed to have a hard time distancing themselves from these issues.

Everyone in the country says they want a budget with line items. And the party in control says they want it. Each time. And blames the other for it not happening.
Until it is time to write it, and then it goes off the rails and too many well-heeled interests then want to cloud the picture and we are back to the CR approach.
