Considering the scope of the "Biden Wall", I'm guessing at a couple of things. The articles claimed he waived some restrictions, so I guess that makes him socially conscious because we all know the restrictions are there to prevent the rape of Mother Nature and to protect us from our ravagers from within. Biden also claims the funding was in place before he became president and he was obligated to carry out the project. If I had to guess, the real reason would be to block the flood across this particular stretch and move it to someplace less visible ... where the feds aren't seen cutting the razor wire TX put up.
