Probably not your issue but even if the breaker looks like it's not tripped, manually trip it again and reset. I've had breakers trip but appear to be "normal" to the eye after electric work.

edit - yes, you should have hot water after 3.5 hours

Test it at the element.

Is the temperature setting at the max? Try it at 3/4s for a while. Sometimes the max settings will not allow it to start. Plumber told me that once. It was a gas water heater, but maybe the same applies. Just like running an engine gently until it’s broken in.
Just a thought.

Is it cold or Luke warm?

Was the heater ever transported or laid on it's side?

If so the dip tube could have been melted of touching the element when power was supplied. It will cause cold water to mix in.

How was the air purged from the tank before power was supplied?

I used to run the tech support center for AO Smith residential water heaters. I can help you through this, I've seen just about every issue possible.

How old is it? If less than 1 yr, should have a warranty. If so, it should be Lowe's or AO Smith's resp. If not, they have an 8-10 yr life expectancy. Id say your **** outra luck.

Get that Lowe's card out, save 5% and move on.

Thank you to everyone that gave me advice/ troubleshooting tips with my new water heater. I drained that piece of crap (AO Smith) last night, boxed it up this morning, and took it back to Lowe's. I got my money back and went to Home Depot and got the same size in a Rheem (for $150 cheaper). I finished the install/ clean up about an hour ago and the water is already flowing hot. Appreciate you all.
* @InVOLuntary - I'm positive it was a bad reset button, it acted like a bad GFCI receptacle. It never would "catch". )

The defense was 99% responsible. Joe ain't great but he's good enough to win with. You shouldn't have to have a great qb to win against a crapfest that is Florida. Four straight possessions, four straight touchdowns. That's where the game was lost.

Our defense certainly played poorly, but not being able to run on this Florida defense is inexcusable.
