Nope. That's just how they've made it sound. It was made clear this week when they put Boise as the 4 ans BYU as the 5. There's a legit situation where Tulane or Army could end up as the 12-seed over the Big12 Champ.

Yeah that’s what I thought too. Highest 5 ranked champs with the top 4 highest ranked getting automatic byes. The 5th highest ranked champ gets a bid based on where they’re ranked by the committee. (I.e. if they’re 14th, they’d automatically move them to the 12-seed).
