2:46 left in game, they run the play the guy catches the ball, and runs out of bounds (I thought it was supposed to be a running clock unless it was a first down or under 2 mins.) At 2:41 and apparently they stop the clock for 3 seconds so the clock runs down to 2:06 and then they fumble obviously.

Is it a running clock? Why would there be two 2:00 min timeouts?
