My number 1 recommendation is Russell’s 10yr. 90 proof and price ranges from 39.99-45.99

that’s where I’d start (it’s also my favorite pour that’s an everyday shelf item)

Completely agree there! Such a solid pour for the price. Would also add in Four Roses single barrel and Russell's single barrel in those price ranges, for a little bump in proof. Would recommend John J Bowman too, but even now in VA it's an allocated item unfortunately.
