FANVOTE: Who should win the Biletnikoff Award in 2019? « Biletnikoff Award I just did some quick testing. When you vote the first time you get a "Thank you for voting!" message. Voting a second time gives "Thank you, we have already counted your vote." If you clear the cookies associated with the site and then revote you'll get the "Thank you for voting!" message again. Trying some other different scenarios also seems to confirm that they're using cookies to track and limit voting. If you already have a cookie set (i.e. you voted in regular mode) then voting in incognito won't work. If you don't have a cookie set, then you can vote multiple time in incognito mode by closing the tab (which deletes cookies set during that session) between votes.
On desktop in Chrome, you can clear the site's cookies by clicking the circle i before the site address and then clicking cookies. Remove all the cookies.

On Android for Chrome there isn't a way that I can tell to clear just one site's cookies -

If you remove cookies, you'll be signed out of websites and your saved preferences could be deleted.
- On your Android phone or tablet, open the Chrome app

- To the right of the address bar, tap More Settings.
- Tap Privacy Clear browsing data.
- Choose a time range, like Last hour or All time.
- Check "Cookies, media licenses and site data." Uncheck all the other items.
- Tap Clear data Clear.
On iPhone for Safari -

Delete history, cache, and cookies
Here's how to clear information from your device:
- To clear your history and cookies, go to Settings > Safari, and tap Clear History and Website Data. Clearing your history, cookies, and browsing data from Safari won't change your AutoFill information.
- To clear your cookies and keep your history, go to Settings > Safari > Advanced > Website Data, then tap Remove All Website Data.
- To visit sites without leaving a history, turn private browsing on or off.
