Seems like it could be a few thinks. I'll rank them in what i feel is the most likely to most unlikely.
1) 75% odds: the level of interaction is such that the search firm is limiting direct contact and communicating very discretely. would think they are contacting people and saying they are gauging interest for their client, UT. Want to make recommendations but not waste UTs time. Asking for interest level/basic expected terms to see if the candidate is serious. in this situation, you cant exactly leak for a raise with your current team because you dont actually have leverage besides someone asking you if your name is worth putting in a hat of maybes.
2) 15% odds: its someone with a limited or small camp. AKA someone not currently coaching and not immediately looking for a job, like a bob stoops, jeff fisher, or chris petersen. maybe not THEM, but they fit the profile. where there's no leverage because there's no other negotiations. Theres no team to inform. theres no AD to backchannel around... its UT and coach/agent and they dont have leverage besides "what will make it worth it for me to get off the beach and come into this mess?"
3) 10% odds: he has his man and for odd timing purposes releasing it publicly would be counter to progress made behind the scenes (likely trying to fill out staff)
