Can anyone explain this in Country Boy terms, it is fairly clear but does this mean DeSantis has partially shut the door on NIL by trying to Regulate it.

Is this a recruiting advantage for any out of state school using NIL that is recruiting in FL?

1) FL schools are "no longer allowed" to do something ALREADY NOT ALLOWED BY NCAA RULES! Wow...how gutsy.

2) FL coaches are now allowed under state law to negotiate deals...something I don't believe would be viewed positively by the NCAA or allowed in most other states.

Afaik NiL ultimately falls back on state laws until they come to an agreement on a national law.

Ergo, a bunch of lip service while giving advantages to Florida schools.
