Not trying to be overly pedantic, but this isn't true. Rolling blackouts works extremely well in lowering overall load on the system. My brother in law is an engineer for an electric company. It's like a 30% reduction for even the first level of rolling blackouts.

Electronics use the most energy when starting backup, plus your heating units going into emergency if low enough.

Again dumb decisions.
