Targeting has to be the most vague penalty in football. That definitely looked more like targeting as the rule states than a majority that I see get called and upheld.

He still showed more want-to on a 50/50 ball than anyone else on the roster.

Seems to me that roughing the passer should not be offset by man downfield

I've always thought the yards should offset. So if ineligible is 5yds back, but roughing is 15yds forward, then the result is a 10yd forward penalty.
