It has already been discussed on this site how the states of FL & GA produce a greater number of D1 atheletes than TN does. The law of averages would mean that these 2 states wold have more highly rated players than TN would.
I would ASSUME most early commitments are made by players who have followed a team since they were a kid and when the opportunity to play for that school comes, they jump on it.
If you look at FL - they have 11 early commits, 8 are from FL. Of those 11, they have 7 - 4* players and 5 of those are from FL
GA has 7 earlies with 5 from GA. they have 4 - 4* players and 3 are from GA
UT has 8 with 5 from TN. The only 4* is from out of state.
With fewer star players in this area, there are a lot more teams recruiting the ones that are there and Ut is also forced to cover the country to make up the difference. This tends to take a little longer and probably why you always hear "Tennessee always closes with a big finish in recruiting"
